Turns out they do make a lot, and some were "allegedly" underreporting their income so they can stay on govt assistance. He changed policies to the LEGAL way of doing things first day, and they were not happy.

$1k-1.5k a week is just slightly more than I make (after taxes) as a freaking engineer. Assuming she does 40 hours. Thats kinda insane, especially since she probably doesnβt work 40 hours to make that much and is probably underselling how much she makes in tips
